Founded in 1958, the New Mexico State Investment Council in an investment advisor located in Santa Fe, New Mexico. The council is a non-cabinet level agency reporting to the Governor of New Mexico. They manage the assets of the Land Grant Permanent Fund, the Severance Tax Permanent Fund, all political subdivisions of New Mexico, the New Mexico Finance Authority, the Tobacco Settlement Permanent Fund, the Water Trust Permanent Fund and other state agencies.

NYS-CRF’s Asset Liability Management Unit, in conjunction with an investment consultant, is responsible for establishing the firm’s asset allocation. The process is designed to identify the optimal asset mix that provides maximum return commensurate with acceptable risk. Their objective is to construct an efficient asset allocation that meets the Fund's near-term funding needs and long-term growth requirements in a variety of potential economic and financial market conditions. The External Equity Management Unit oversees external managers' performance and recommends their selection and termination. The Unit also recommends structural changes to the domestic equity and international equity asset classes. All of the NYS-CRF's fixed-income assets, as well as the state and state-related short-term assets, are managed internally. The long-term portfolio is managed to meet the cash flow requirements of the Retirement System's pension liabilities and to offset the volatility of the equity holdings. The short-term portfolio is used as a source of liquidity for monthly pension payments and to accommodate the disbursement and funding needs of the various investment units. The Real Estate Unit manages the NYS-CRF's real estate-related investments, which include directly owned real estate, joint ventures, commingled funds, co-investment funds, fund-of-funds, captive funds and mortgage loans. The Unit seeks to structure the real estate portfolio so that it enhances the overall performance of the Fund over multi-year periods, with reduced volatility and lower risk.
