Harvard Law School offers an energetic and creative learning environment, a diverse and dedicated faculty—whose expertise spans a broad array of legal subjects—and a student body that comes from every state in the U.S. and more than 70 countries around the world. Approximately 1,900 students attend HLS each year: 1,680 J.D. students, 160 LL.M. students, and 50 S.J.D. candidates. The faculty includes more than 100 full-time professors and more than 150 visiting professors, lecturers on law, and instructors. The curriculum features more than 260 courses and seminars that cover a broad range of traditional and emerging legal fields. A Harvard Law education prepares students for success in law practice, business, public service, teaching, and more. Most HLS students are pursuing a J.D. The Florida Bar is the integrated bar association for the state of Florida. It is the third largest such bar association in the United States. Its duties include the regulation and discipline of attorneys. As elsewhere in the United States, persons seeking admission to the bar must pass a moral character screening, in this case administered by the Florida Board of Bar Examiners. Admission to the bar includes passing a background investigation, the Multistate Professional Responsibility Examination, and the bar exam, which tests both the common law through the Multistate Bar Examination and Florida law through written state essays and state-specific multiple-choice questions. The Florida Bar is home of one of the nation's premier board certification programs. Over 5,000 members of the bar are certified in one or more of 24 legal specialty areas including civil trial, business litigation, labor and employment, and marital and family law. Board certified attorneys must submit to a rigorous peer review process, prove substantial involvement and education in the specialty field, and pass a written examination. The Florida Bar's headquarters building and annex are located in Tallahassee, three blocks from the Florida State Capitol.

Sigma Nu (S?) is an undergraduate college fraternity that was founded by James Frank Hopkins, Greenfield Quarles and James McIlvaine Riley at the Virginia Military Institute in Lexington, Virginia shortly after Hopkins witnessed what he considered a hazing ritual by upperclassmen at the Virginia Military Institute. Sigma Nu's existence remained secret until the founders publicly announced their new society on January 1, 1869, which is the fraternity's recognized birth date. The fraternity has 279 (active and inactive) chapters and colonies throughout the United States and Canada and has initiated over 227,000 members. Sigma Nu, Kappa Alpha Order and Alpha Tau Omega make up the Lexington Triad.

The Graham/Talent WMD Commission was also asked to provide concrete recommendations- a roadmap- to address these threats.
