Biography

Dan Collins is a partner in the firm’s Commercial Litigation Practice Group and a member of the White Collar Criminal Defense & Corporate Investigations Team. Dan is an experienced trial attorney, having tried more than 20 cases to verdict in criminal and civil proceedings in both federal and state court. As a former federal prosecutor, Dan is well positioned to advise corporate and individual clients in responding to government inquiries, conducting internal investigations and handling other complex litigation matters.

Before joining Drinker Biddle, Dan served as an Assistant United States Attorney for the Northern District of Illinois from 2003 to 2013, where he investigated and prosecuted a wide array of white collar crimes, including commodities and securities fraud, bank fraud, mail and wire fraud, computer access fraud, export controls and sanctions, public corruption, tax evasion and money laundering. In particular, Dan developed substantial experience conducting parallel investigations with the Securities and Exchange Commission (SEC), the Commodity Futures Trading Commission (CFTC) and other regulators.

Dan held several supervisory positions while at the United States Attorney’s Office. Most recently, he was Deputy Chief of the Financial Crimes and Special Prosecution section, where he oversaw the work of several senior AUSAs in the investigation of more complicated white collar matters. Before that, Dan served as Deputy Chief of the General Crimes Section, where he supervised and trained AUSAs in federal criminal practice and trial advocacy. For seven years, Dan also was the Export Enforcement Program Manager for the Northern District of Illinois. In this capacity, Dan counseled the senior management of the criminal enforcement authorities (the FBI, Homeland Security Investigations, the Department of Commerce's Office of Export Enforcement, and the Defense Criminal Investigative Service) who investigate violations of export controls and sanctions, including those of the International Emergency Economic Powers Act and the Arms Export Control Act. Dan supervised and participated directly in numerous investigations, and frequently coordinated with the Department of Justice’s National Security Division to obtain the necessary approval for charges against companies and individuals.

Dan has substantial experience in handling high profile matters:

* Dan was the lead prosecutor for the United States Government’s investigation into the November 2008 terrorist attacks in Mumbai, India, as well as a separately planned terrorist attack in Copenhagen, Denmark.
* Dan was the lead prosecutor in the public corruption case against Nicholas Blase, who at the time was the second longest-sitting mayor in the country.
* Dan investigated and prosecuted a commodities fraud case against an Associated Person at MF Global responsible for causing $141 million in loss.

Prior to being an AUSA, Dan practiced commercial litigation for nine years and was the founding partner of a trial firm. Dan represented companies and individuals in a wide range of matters, including trade secrets, trademarks, restrictive covenants, breaches of fiduciary duties, and shareholder disputes. Dan tried cases before juries in both federal and state court, prosecuted and defended numerous requests for temporary restraining orders, and argued appeals before the Seventh Circuit Court of Appeals and the Illinois Appellate Court. In two separate matters, Dan was appointed as a Special Assistant Attorney General, representing the Illinois Department of Financial Institutions and the Illinois Office of Banks and Real Estate.

Dan has lectured extensively on a variety of criminal law enforcement issues. In Prague, Dan provided training to prosecutors and legislators from the Czech Republic and Slovakia on the Foreign Corrupt Practices Act (FCPA) and export control laws. He also shared best practices with terrorism prosecutors from Indonesia. Dan was a faculty member at the Department of Justice’s National Advocacy Center, where he spoke about complex issues in FISA/CIPA litigation, and presented at the Wisconsin Counter-Terrorism Conference. As an Adjunct Lecturer at two separate Chicago law schools, Dan has taught courses in Trial Advocacy, National Security, Computer Crime and Legal Drafting.

For his work in handling the case involving leaders of two separate terrorism organizations, Dan earned several awards, including the FBI Director’s Award for Excellence in Counter-Terrorism Investigations and the Federal Executive Board’s Award for Outstanding Law Enforcement Team. Dan also earned several Department of Justice Performance Awards during his tenure as an AUSA.
