Biography

Fran Phillips is a leading environmental lawyer who handles complex regulatory matters throughout the United States and offers years of high-level Environmental Protection Agency (EPA) experience and credentials to her corporate clients. Before joining Foley Gardere, Fran served more than 15 years with the EPA – as the deputy regional administrator for EPA Region 6 in Dallas; the associate general counsel for grants, contracts and general administration in Washington, D.C.; and the regional counsel for EPA Region 4 in Atlanta.

Because of Fran’s years of experience and extensive background with the EPA, her practice emphasis is broad and extends to all areas of environmental law and policy. This includes:

In addition to her work with EPA and Foley Gardere, Fran practiced law in Houston and Washington, D.C., and she was a visiting scholar at Southern Methodist University Dedman School of Law in 1988 and 1989.
