Biography

James Vines specializes in environmental, health and safety, or EHS, matters. Jim represents clients in federal and state enforcement actions and regulatory counseling. He is head of our Health and Safety sub-group, advising and defending clients on federal and state workplace health and safety matters, as well as one of the leaders of our cross-practice area crisis response team. Jim is a former federal prosecutor and was head of EHS for a large global manufacturer.

With more than 25 years of experience in the environmental health and safety field, Jim represents clients in a large number of jurisdictions across the world. He advises domestic and international clients regarding privileged internal investigations and related agency negotiations following industrial accidents and workplace fatalities. He frequently provides counsel on compliance with the Occupational Safety and Health Administration's Process Safety Management standard and other process safety issues beyond the reach of Process Safety Management.

Jim also assists clients with standardized EHS management systems used in the energy, petrochemical, heavy manufacturing, healthcare and retail sectors. He works with clients in the U.S. and abroad to build, audit and modify EHS management systems to meet business, customer and market needs as well as regulatory demands. From his work on management systems in the oil and gas industry, Jim has strong familiarity with operational integrity management systems, including upstream (offshore and onshore), midstream, downstream and marine operations.

Jim has counseled and represented clients in litigation related to most of the major federal environmental laws and many counterpart state laws. Over the course of his career, he has represented clients at over 400 federal CERCLA (Superfund), RCRA Corrective Action and state counterpart environmental cleanup sites.

Previously, as a U.S. Attorney, Jim prosecuted federal environmental crimes and served as a member of the Attorney General’s Environmental Issues Subcommittee, dealing with national environmental prosecutorial initiatives.
