Biography

Kelly Hall is vice president and deputy general counsel of CMS Energy and its principal subsidiary, Consumers Energy. She was named to this position in 2019. Hall oversees litigation, general practice and federal energy regulatory practice groups and provides legal oversight for business development activities.

Hall most recently served as Consumers Energy’s supervisory assistant general counsel, having led the legal department’s general practice division. Hall’s responsibilities included contracts, property, business development, human resources, benefits, privacy policies, marketing and communications.

Previously, Hall served as a regulatory attorney with Consumers Energy. In this role, she was lead counsel in regulatory administrative litigation and natural gas and electric rate case appeals. She also helped draft comprehensive energy legislation and led several complex regulatory filings.

Hall began her legal career in 1992 as an intern with Consumers Energy’s legal team before becoming a contracts attorney in 1993.

Hall is past president and treasurer of the Traverse City Area Public Schools Board of Education and is a former commissioner with the Grand Traverse County Planning Commission.

Hall holds a law degree from the University of Michigan and a bachelor’s degree in history and political science from Alma College.
