Biography

Mr. Oliver Fritz is the Director for Policy in the office of the Assistant Secretary of Defense for Operational Energy Plans and Programs. In this capacity, he was the staff lead for developing the Department’s Operational Energy Strategy and supporting Implementation Plan. In addition to overseeing institutional changes in policy, doctrine, concepts, and strategy regarding the use of energy by the Department, Mr. Fritz is leading assessments of the broader effects of changing energy markets on U.S. national security.

Prior to joining the Office of the Secretary of Defense, he was Assistant Director of Strategic Planning at HQ U.S. Air Force, and directed analyses that shaped decisions and investments in personnel, technology, and organization over the next 20 years. Previously, Mr. Fritz spent ten years at DFI Government Services, where he led analytical teams in support of strategy development and execution, operational assessments, and organizational change across the Department of Defense, including multiple Quadrennial Defense Reviews.

Mr. Fritz has a Bachelor of Arts in Political Science from the University of California at Berkeley, a Master of Science in Political Science from the Security Studies Program at the Massachusetts Institute of Technology, and is a term member of the Council on Foreign Relations.
