Biography

Patricia Zell (Navajo/Arapaho) is a partner in Zell and Cox Law, P.C., a law firm that specializes in laws affecting American Indians, Alaska Natives and Native Hawaiians. She joined the staff of the U.S. Senate Select Committee on Indian Affairs in 1978 as a professional staff member, becoming Chief Counsel to the Committee in 1986 and Staff Director in 1990. During her tenure, she worked on major legislative initiatives developed by the Committee in conjunction with tribal leaders, including the Indian Health Care Improvement Act, the Indian Self-Determination and Education Assistance Act, the Indian Education Act, and the Native American Graves Protection and Repatriation Act. She retired from public service in March 2005.

For nearly 30 years, she also served as Editor of the Indian Law Reporter. She has been recognized by numerous organizations for her career-long dedication to Native nations and issues, including receiving the 1992 Distinguished Service Award from the American Indian Resources Institute. She obtained a Juris Doctor degree from Georgetown University in 1981.

Senate Committee on Indian Affairs

The Senate Committee on Indian Affairs is a committee of the United States Senate charged with oversight in matters related to the American Indian, Native Hawaiian, and Alaska Native peoples. A Committee on Indian Affairs existed from 1820 to 1947, after which it was folded into the Committee on Interior and Insular Affairs. A new Indian Affairs Committee was created in 1977, initially as a select committee, as a result of the detachment of indigenous affairs from the new Committee on Energy and National Resources, which had succeeded the old Committee on Interior and Insular Affairs. The committee was initially intended to be temporary, but was made permanent in 1984. The committee tends to include senators from Western and Plains states, who have more American Indian constituents.

The National Museum of the American Indian is part of the Smithsonian Institution and is dedicated to the life, languages, literature, history, and arts of the Native Americans of the Western Hemisphere. It has three facilities: the National Museum of the American Indian on the National Mall in Washington, D.C., which opened on September 21, 2004, on Fourth Street and Independence Avenue, Southwest; the George Gustav Heye Center, a permanent museum in New York City; and the Cultural Resources Center, a research and collections facility in Suitland, Maryland. The foundations for the present collections were first assembled in the former Museum of the American Indian in New York City, which was established in 1916, and which became part of the Smithsonian in 1990.
