The National Association of Insurance Commissioners (NAIC) is the U.S. standard-setting and regulatory support organization created and governed by the chief insurance regulators from the 50 states, the District of Columbia and five U.S. territories. Through the NAIC, state insurance regulators establish standards and best practices, conduct peer review, and coordinate their regulatory oversight. NAIC staff supports these efforts and represents the collective views of state regulators domestically and internationally. NAIC members, together with the central resources of the NAIC, form the national system of state-based insurance regulation in the U.S. The NAIC is an Internal Revenue Code Section 501(c)(3) non-profit organization. Its current president is Florida Insurance Commissioner Kevin M. McCarty. Officers of the NAIC include a President, President-Elect, Vice President and Secretary- Treasurer, who are elected annually by the membership by secret ballot. To help organize the NAIC’s efforts, the United States has been divided into four geographic zones: Northeastern, Southeastern, Midwestern and Western. Each zone has its own chair, vice chair and secretary who sit on the NAIC’s Executive (EX) Committee. In addition to the Executive Committee, the NAIC maintains additional standing committees to address specific charges as approved by NAIC leadership. Its central office is in Kansas City, Missouri in the Town Pavilion,[3] its executive offices are in Washington, D.C., and the Capital Markets & Investment Analysis Office is in New York City.

Sigma uses both a top-down and bottom-up investment process for stock selection and equity portfolio risk management. Using a macro forecast of both long-term and short-term changes in the economy, the firm determines sector exposures relative to the S&P 500 index. They attempt to include most industries within each sector where fundamentals are attractive. Their equity selection process primarily focuses on large-cap stocks. However, smaller capitalization stocks are used when fundamental and valuation characteristics are attractive.For fixed-income, Sigma selects investment grade, predominantly rated 'A' or better. Core fixed-income holdings are U.S. Treasury securities, corporate debt, preferred stock, high yield bonds, general obligation bonds and revenue bonds. The firm generally avoids 'hybrid' or derivative based securities unless specifically directed by the client.Sigma uses a laddered maturity for the overall construction of fixed-income portfolios. Duration targets are based on account objectives and economic and interest rate prospects.
